Every town or city that is famous and a tourist attraction or just a place that people like to be, is usually that way because of its buildings.
Whether they are new or old, it is buildings that make a place a desirable centre for activity of all description. So any attempt to improve the fabric of the town and its buildings is a good thing, as it helps and benefits not just the residents but thousands of people who visit over the years bringing wealth to the town.
Therefore what may seam a waste of money on a pavement will in fact actually benefit every person in the town either directly or indirectly, whether they themselves use it or not.
